Order of Whispers armor
From Guild Wars 2 Wiki
Order of Whispers armor is special set of level 80 rare-quality armor that can be purchased from Armor Requisitioner Betje in the Sanctum of Secrets located within the Chantry of Secrets which can be found in Bloodtide Coast. It is only available to characters that have chosen to align themselves with the Order of Whispers. It is soulbound on acquire.
