The Valley of Lyss Waypoint Beacon is a Pact warning device placed beneath the Valley of Lyss Waypoint in Valley of Lyss to warn passerbys of powerful risen or other hostiles in the area.

I guess this waypoint isn't usable until Pact troops make it out this way.
