Apologies in advance, this may end up being more essay than policy draft. I'll post it up soon so the IRCabal can rip it to shreds before I actually propose this =P

Administration and ArenaNet[edit]

ArenaNet is not formally involved in the administrator selection process. Community decisions may not be appealed to them. ArenaNet staff may participate in the administrator selection process just as any other contributor in good standing, but their opinions are given equal weight as other members of the community.

Sysops[edit]

Sysops, or System Operators, are administrators that primarily deal with site maintenance. Sysops have the powers to delete and undelete pages, protect and unprotect pages from editing, rollback user changes, and to block and unblock users from editing the wiki. While they are generally tasked with enforcing policy, Sysops are expected to have and utilize a reasonable amount of discretion in their actions. Sysops are generally considered to be autonomous;

Sysops are elected via the RfA process. They are elected for life or until put up for reconfirmation.

There is no specific cap on the number of sysops.

Bureaucrats[edit]

A Bureaucrat has all of the powers, abilities, and responsibilities of a Sysop. In addition, Bureaucrats have the ability to assign user rights based on community decisions (RfAs). As such, they are considered a higher level of authority than Sysops, and are expected to intervene in any cases where a Sysop has abused his powers. Bureaucrats are also the enforcers of Arbitration Committee injunctions.

As Bureaucrats are considered Sysops with additional powers and responsibilities, they are chosen from the Sysop pool through the RfB process.

There is no specific cap on the number of bureaucrats.

Arbitration Committee[edit]

Note: While, in this draft, ArbComm members are not strictly considered administrators, this information is included as part of the proposal, as it's very relevant to the discussion.

The Arbitration Committee, or ArbComm, is a group of five (three, sir?) non-administrators that is empowered to make decisions and injunctions in any cases of administrator misconduct. Any user that disagrees with the action an Administrator has taken may make an appeal for ArbComm to examine the issue. However, ArbComm is not required to accept every case that is appealed.

In addition, users may voluntarily choose to use the Arbitration Committee as a conflict-resolution structure.

Arbitration Committee injunctions are enforced by the Bureaucrats. ArbComm has the power to put an administrator up for immediate reconfirmation, and can (in severe cases) immediately remove administrator powers via an injunction.
