Earnable rift hunting achievements without owning SotO

So it seems you can earn rift hunting achievements/mastery point without owning SotO - should this be noted somewhere if it is not a bug. Next question would be if you earned that one mastery point for Rift Sealer will it show up once you unlock that SotO content?
