I cannot find this merchant or Agent Carver in Straits of Devastation. I hope that you can edit the wiki page for more detail on how to make them appear. For example: what kind of event that make him appear.

I am almost completely certain that this NPC requires the Southern Invasion of Orr event to partially succeed (at least until Defend Agent Carver from Risen attackers). I have added this information to both this page and the Agent Carver page. If I can find an instance with a successful spawn, I will add coordinates/a little map too. -Chieftain Alex 17:45, 16 December 2021 (UTC)
