I am unsure if the damage numbers listed are correct for this in API. It needs to be investigated further, as the tooltip appears to match what I see ingame damage-wise with no power traits at least in WVW modes. If the tooltip is correct it means the WVW coefficient should be something akin to 0.57 based off of Power Block on the same gear and traits. --Life Infusion «T» 06:15, 10 March 2022 (UTC)

One possible explanation is the phantasmal blade is shot from the phantasm making it similar to the Phantasmal Defender anomaly. --Life Infusion «T» 06:21, 10 March 2022 (UTC)

Trait tooltip: "Phantasms that successfully complete their attack launch a blade at their target and grant you fury when they expire." So for me the easiest explanation is that the API coefficient is correct, and this skill is not using the default unequipped weapon strength of 690.5 but instead the medium phantasm weapon strenght of 2615.5.

Using {{skill fact|damage|coefficient=0.7|weapon=phantasm medium|game mode=pve}}{{skill fact|damage|coefficient=0.15|weapon=phantasm medium|game mode=wvw pvp}} works out nicely and matches in-game numbers.
