It seems like you need to do something first to unlock this being in Sun's Refuge. He (and neither the Pact Archeologist) aren't there initially after the first mission. Alesha Asiye (talk) 13:41, 26 March 2020 (UTC)
- Yep, on the area page it lists that this NPC appears after completion of Storm Tracking story step, same for the Pact Archeologist. It should definitely be added to their pages. ~Sime
