What does it mean by "All items function as level 80 exotic-quality items"?

If I bring a level 2 character to HotM to buy a white/basic item (no level requirement) and take it back outside to Tyria, will that item function as a level 80 exotic white/basic item? --138.75.212.57 01:20, 11 February 2016 (UTC)
