Looks like you need to complete either the prologue of PoF her to appear - checked her on a char that didn't even start the PoF story and she wasn't there either. Sime (talk) 12:17, 13 December 2017 (UTC)

Seems like she can go missing even if you have been there - I just tried to use her to go to Amnoon with a character that has completed PoF, and lo and behold, there she isn't. Draxynnic (talk) 11:50, 7 May 2018 (UTC)
