This page says you can get one from the Festival Rewards Vendor. However, it's not in the list. Is there more than one Festival Rewards Vendor? Daddicus (talk)

I’m not sure if the one in the Crown Pavilion offers these items too, but the one in Labyrinthine Cliffs offers all the items described on Festival Rewards Vendor. poke | talk 22:54, 1 June 2014 (UTC)
