From what I can tell heals for

 Healing: 1,440 (0.6)^? and it does in fact scale off of the ranger's healing power and not the pets! Habar414 (talk) 00:50, 17 April 2014 (UTC)

According to this post on the official forums the healing effect has a 20 second internal cooldown. Pets like hawk or eagle among others have F2 skills with less than 20 seconds cooldown but will not heal more often than once every 20 seconds. 84.173.9.162 10:05, 1 May 2014 (UTC)

Does not appear to work when Beast skill is on autocast

Yeah, pretty self explanatory - as of right now it seems to only occur when the skill is cast manually. Boons do not get applied if the F2 is on autoattaack mode (ctrl & mouse 2). Noticed mid raid and havent checked if the healing happens, but i'd assume same for that :)
