Location

This merchant can be found in your home server's Borderlands Citadel, somewhat south of the Citadel Waypoint, marked by a scroll-like icon on the map and above his head. I have not made a thorough search but I doubt he could be found elsewhere in the Borderlands.

Heart of Thorns Recipes

Is it possible to complete the WvW Hero Challenges and the Home Instance one with Notarized Scrolls of Heroics?

I have an item available to purchase that is not listed here (or on the Wiki at all): "Weaponmaster Training Document," for 250 Testimonies of Jade Heroics. Text states:

Takes effect immediately upon receipt.
Used to progress Weaponmaster Training to wield any weapon you have learned, regardless of elite specialization.
