Use the Horns on any three of your characters.

Fireworks are on a two hour timer based on Pacific time, odd-numbered hours. Use "Options;Server time" to see Pacific time.

Moving from overflow to 'real' LA after the Fireworks have started will not get you a reward (confirmed)

I’m pretty sure that the times are not based on Pacific time, but are a bit different on every server. For example yesterday on Elona Reach, it was about 20 minutes before the full hour (iirc even hours). poke | talk 11:00, 18 June 2013 (UTC)
