Feedback 2019/11/20: Bugged for now. Not everybody can buy it.

For info: This is bugged for now. For many players, either the home node doesn't appear in the list of the vendor, or appears but can't be taken, or can be seen and taken. There are several threads about it in official GW2 forum. So don't panik if you don't see it. It's not linked to anything you have to do to unlock it.
