Interaction with Mind Crush

Was recently doing the Deimos fight and a Scrapper was kiting the oil AoEs... If she failed to block Mind Crush she would go into downed state and then instantly die 2s later. (She was running this Trait and someone else also mentioned it happening on Scrapper) I'm not 100% what this means, perhaps Mind Crush does some kind of special damage, or maximum possible damage, so that 33% of the delayed damage kills you instantly (since you down to half hp?).
