The Light Crystal is a point of interest within the Rata Novus Promenade.
Getting there[edit]
Go to the Rata Novus Promenade Waypoint 
Rata Novus Promenade Waypoint — and go immediately to the right, towards the point of interest. You need not fight anything, just walk/fly towards the point and if you are not already flying (or using a springer mount), get on your mount and fly (hop) approximately half way up the length of the crystal statue.
