Can you use two of these for double the count when you kill a foe?

Yes. You will get two stacks if using two of these sigils.

Does this also work with a Superior Sigil of Sanctuary?

Yes. Stacks will accumulate from both sigils.

Can you use another stacking weapon with this sigil or are these stacks mutually exclusive? This sigil also says "(You lose all stacks on down.)"

No. The stacks are exclusive. Charges from sigils such as Sigil of Bloodlust or Sigil of Perception will not be counted or will keep the stacks from this sigil from accumulating.

Regarding the Nov. 2018 patch: Does the sigil apply quickness upon mere disabling enemies with CC or interrupting enemies amid of casting skills?

In order to interrupt an enemy, you must use a disabling (CC) skill, so both! You see the whole "interrupt" difference in Superior Sigil of Absorption, as an example. It will specifically say interrupt if you can only activate it by doing such. (See also Interrupt)--Rain Spell (talk) 23:32, 17 November 2018 (UTC)

The sigil's description doesn't change but the quickness applied will have an increased duration. --BuffsEverywhere (talk) 21:30, 11 July 2020 (UTC)
I actually equipped them all and started a few fights with CC. I'm pretty sure the buff counter only lasted for 5 seconds on the ability bar. Xiramint (talk) 06:48, 12 July 2020 (UTC)

I had it on an elementalist (weaver) - Build very close to thisand don't see any obvious conflicts. But I already changed out the runes. Perhaps someone else can test. I proc'd with Knockdown, Launch or Float from the sword/dagger combo. I'm not so used to squinting at the bar to read the tiny buffs, but I had Quickness rated about 95%; I don't believe it took me a whole 4 seconds each of 4 times to find the icon. Adding: Just tried again, same character without the Firebrand runes (51% boon duration) - I don't know a way to show the duration every instant on icons, but I believe it's still only giving 5 seconds. Xiramint (talk) 14:15, 12 July 2020 (UTC)

Hmm! Thank you for the shot. I believe you, but that makes it interesting again since you tried with a Celerity sigil. A guildie tried on another elementalist (probably Tempest) last night, after I posted the last. They could not get more than 5 sec with Celerity equipped. They figured it's a flat limitation on the sigil, but sounds now like something else must be involved? Xiramint (talk) 04:35, 13 July 2020 (UTC)
Just tried with Ranger (greatsword daze, longbow knockback, Glyph of Equality) and Engineer (Throw Mine+Detonate, Launch Personal Battering Ram). I am only getting 5 sec regardless of 50% boon duration on the Ranger, and Pack Runes for 15% on the Engineer. I don't have boon duration gear on my mesmer, but I've still yet to see it work for longer than 5 sec myself. Xiramint (talk) 06:01, 13 July 2020 (UTC)
