I think the issues with this JP might be due to the instructions here being a bit vague and confusing. The 3rd switch isn't the one right next to the terminal in the northern hidden corner of the map, it's above that area. Accessible via climbing up the rocks in the back corner with the terminal. I also thought this JP was glitched with the last switch being the one next to the terminal.
