Comments like that should be posted on the article's talk page, where they can easily be seen by other users, not left as HTML comments within the article. Luckily, I noticed the huge block of whitespace at the top of the page, and checked the source to see what was causing it.
The number sign is forbidden in page titles by the wiki software, due to its special nature within URLs to link to a specific named anchor on the page. Wikipedia uses a hatnote to explain the issue, which I copied onto the page.
As for the quotes, I don't think we bother with them for book-type objects like this, so don't worry about that. —Dr Ishmael

This is the discussion page for an anonymous user who has not created an account yet, or who does not use it.
