No. The story progresses when EITHER you fill the "optional" essences bar OR you successfully complete the meta. You can fill the bar outside the meta by doing events and rifts. You can also easily fill the bar during the early stages of the meta. Successfully completing the meta WITHOUT filling the bar gives the "Fractal Push" achievement; filling the bar gives the "Gatherer of Essences" achievement (whether or not you then complete the meta). You can actually get both achievements in one go which are mentioned as mutually exclusive, by first getting the "Fractal Push" achievement by being near Droknar's Forge when the meta is about to start (even completing an event unrelated to the meta right then can give you the achievement) to get it early on in the meta, and then leave the meta area and farm essences or do other events to fill the bar. Just completed the meta with Fractal Push buff active, did not fill up on essences (like maybe 20% of the bar was full), and did not get achievement. What? Rose Of Kali 19:31, 13 October 2023 (UTC)
