Unlike literally every other symbols [even the reworks], the boon from the symbol is not applied on creation [somewhat covered by 4 vigor pulses vs 5 symbol pulses]. I'm not sure if this is a bug, anomaly, or intended feature given the 'weighted value' anet has for defensive options. Vigor is applied the first pulse after creation.
