Can Harrier's and Marshal's stats be selected from this item?

Seems strange that the 3 other back pieces (Ensign Banners of Amnoon, Dreaded Banners of King Palawa Joko I, Rising Banners of the Sunspear) allow all 3 PoF stats to be chosen, but this one doesn't. --175.156.243.239 01:50, 10 December 2017 (UTC)
