Tested in game. The healing power for the regen created by this skill scales with the rangers healing power, the natural healing trait does not affect healing amounts in any way.

The heal amount to the ranger is affected by wvw bonuses as are the regen ticks on the ranger themselves. The amount that the pet is healed from a regen tick is affected by rice balls, transference sigil and monk runes. My totals were off by 1-2 however I made the assumption that Dekeyz is correct in that the rounding is done between multipliers rather than only at the end.

   -841 healing power, 251 ticks on me, 306 on pet; possible multipliers: wvw(7%), rice ball(10%), monk runes(10%)
   -741 healing power, 268 tick on pet; possible multipliers: wvw(7%), monk runes(10%), trans sigil(10%)

The fern hound accepts boon duration from the ranger then has the Lingering Magic trait applied allowing the pet to reach 150% bonus duration, or 250% total duration. The skill therefore gives 25secs of regen under some circumstances. The ranger's boon duration can be via food(spring rolls), utility(bountiful stone), concentration sigil, facet of nature, runes(monk) or the concentration stat(via bolt, commander's stats).
