Verify: bug-incorrect tooltip?

Can anyone verify the bug (incorrect tooltip percentage) first introduced in this Feb. 2015 edit? I can't find it mentioned anywhere else, and don't have access to this item for testing myself.

Sorry, my phrasing may have been unclear. The current version of this article states that the item tooltip (as it appears in-game) is incorrect, and that the actual lifesteal chance on crit. is 66% (not 33%). I don't know where the editor got that information, and wondered whether anyone has seen it mentioned (or has tested it themselves). Fsdafsdbbbbbb (talk) 22:25, 10 June 2015 (UTC)

I tested it some and out of 170 crits it triggered 58 times. So it seems it's not bugged. Tyndel (talk) 23:22, 10 June 2015 (UTC)
