That seller is greyed out, which indicates a historical or currently not accessible vendor. The other vendor (Dungeon Armor and Weapons) is found in Lion's Arch (and a few other locations), and this item may be purchased from them. —Ventriloquist 19:33, 1 March 2019 (UTC)
