I think you meant "best", and yes, the masterwork version of this level 80 item is currently the best underwater headgear available. —Dr Ishmael 14:36, 8 December 2012 (UTC)

"Best" only applies to medium armor. Light and heavy armor wearers get nothing if Precision/ConditionDamage does not fit their builds (some classes don't even have builds that profit from this combination). There are level 79 alternatives with Pow/Tou/Vit, but of course they only accept level 79 upgrades. ArenaNet hates us. :(
