Does anyone know the actual timing for this? In Seitung Harbor it is not connected to the completion of the fishing tournament, so it might be not connected in Kaineng either? Binary (talk) 18:46, 4 November 2023 (UTC)

The event spawn information is wrong, at least for Seitung. The NPC spawns if the fishing tourny is active or inactive, the tourny has no impact on the spawn in SP.
