I have just purchased the 800-gem 2022 Extra Life bundle as well as a single 75-gem E.L. booster, and did not receive this tonic upon relogging and map-swapping back to Lion's Arch several times.

There's a small chance it will unlock once the final goal is reached (with the hat), so I'd wait for that for sure. ~Sime 16:28, 6 November 2022 (UTC)
