Anyone remember if when these skins first came out were they 1 black lion ticket each to start or have they always been 3 or more?

They were 1 ticket, all Black Lion weapons were 1 ticket at first, except for the Fused, Winter's, Dragon's Jade, and Sclerite weapons. Those were available by other means, before the Black Lion Ticket system came into existence. Tyndel (talk) 10:03, 31 July 2015 (UTC)
