Should this possibly be linked to Black Lion Outfit Ticket, which can be redeemed at the Black Lion Voucher Dealer in Lion's Arch? I have a screenshot of the ticket vendor tab, which is the last tab of the BL Voucher Dealer's window.

Do they ever add new outfits to this?

The latest anniversary sale blog post says the vouchers have been updated, so yep. However, no one updated it on wiki yet, though I am sure someone soon will. (I would do it now but it is 3am, sorry!). ~SimeTalk 01:27, 14 August 2020 (UTC)
