Dragon Display Console can be found around Rata Novus Promenade during 
[Group Event] Gather essence of joy around the Rata Novus Promenade (80) event. Choosing to override the console will apply 
Time Remaining and 
No Mount Use effects. A small minigame starts where you need to match a gradually increasing sequence of 5 images. Using these skills to match the ones showed overhead. Compleating this minigame will spawn Raw Essence of Joy.
