Should actions on other wikis carry over to this wiki?

Currently, actions that testify to negative user behavior do not, but actions that testify to positive user behavior do. Witness the current form of admin selection, which is simply grandfathering from either of the GW1 wikis. It's not necessarily bad and has worked so far with little turbulence--I think Raine's grandmothering has been the only controversial one. Just keep this general process in mind.

Now witness the recent actions of Ariyen on both GWW and GW2W. She received year long blocks on both of these wikis, with the GW2W block staggered a few months later than GWW's. When she came back to GWW, she was soon blocked because she hadn't really changed. This isn't to mention her extensive block record(s) because she was doing the same thing over and over again for 2 or 3 years.

When she received her permanent block on GWW, she still had a few months left on her year-long block over here. We had every reason to suspect that she would continue her behavior after her block expired here, including her actions while she was blocked on both wikis. However, we did nothing because we have this inconsistent practice that actions from other wikis don't carry over to here, but sometimes they do.

This practice makes sense on a wiki with policies inasmuch as said troublesome user has yet to violate a policy, or at least a letter of a policy. However, we don't have policies over here -- just practices and sysops' discretion. This makes the Ariyen case puzzling because, as I've stated, we had very good reasons to believe that her return here wouldn't end well. Unsurprisingly, she was permabanned a few days after her block expired because her behavior was still the same.

This brings me back to my original question: Should actions on other wikis carry over to this wiki? I wish not to prescribe a practice, but I do wish that we at least strive for consistency.
