Does this passive speed buff stack with speed buffs from a) traits, or b) signets

It shouldn't, swiftness will overwrite the speed buff, giving you 33% movement speed, but speed bonuses don't stack, only the highest should be active.

So the passive mode of "Signet of the Hunt" would be rendered useless? If so, the skill slot could be freed up for better use.
