Currently the 6 tier bonus does not seem to grant -10% incoming condition duration.
Also not sure if relevant: Against other players the reduction seems to be offset by condition duration (if the enemy has +100% condition duration the final duration would be 185%, if the enemy for some reason has +115% condition duration the rune bonus would be nullified).
