Does this scale with the power of the one who cast overload air or the one who triggers the lightning strike?

i tested it out a bit, first with all gear equipped it hit for 680. then when my allie took off all gear except for their weapon it hit for 354 then for the final test she put all her power gear back on and i took all my power gear off and it hit for 708.

then we tested it for might and vulnerability. might increased it a lot up to 996 which is an about 40% increase then we applied 25 vulnerability with no might it hit for 883, 890 and 847 then we did both 25 vuln and 25 might and it hit for 1222 and 1220

can we put a note saying that the scaling is not off the one that set the buff?
