I believe the answer is no, its only on your bar to show you have something, which is where you would proceed to talk to the npc who gave you the item to complain about your luck in turn kicking off the event chain associated with it.Spark 23:46, 25 August 2013 (UTC)

After testing it appears to make you run slower. My swiftness didn't make me run any faster while I had this effect on, but the moment it wore off I increased in speed.--108.11.183.73 23:11, 21 December 2013 (UTC)
