I just got it from Watchwork Chest in Scarlet's Secret Lair. Crafting disciplines are 500 as usual for ascended recipes. From the ingame description, it's not account bound. It can be sold on the Trading Post. Jaxom (talk) 08:50, 23 January 2014 (UTC)

It drops from the Molten Chest as well, so I believe it's a safe bet to say that it can drop from any of the chest's in the hideout 86.20.65.68 00:37, 28 January 2014 (UTC)
