Does anyone know how to get this NPC to spawn? Been looking around but he's unavailable to start the event chain. https://forum-en.gw2archive.eu/forum/support/bugs/QUIP-III-Chaos-Gun-Laugh-at-Shady-Hammon/first#post5819314 The person who created the topic in the link above is having the same issue as I am. Can't complete Quip III collection without this NPC spawning.
