Removed?

I know there are a lot of events in Plains of Ashford that are triggered by a high player population, but this doesn't seem to be one of these. I know this one here just activated as any normal event about every 20 min but like 2 years ago it totally stopped activating. I don't know why or exactly when but you can stand there for hours and nothing will happen. Anyone else made this experience?
