I'm 100% sure I just got this off of a random chak that spawned from an event at the scar camp. It seems that more than the treasure mushroom can drop it.

Confirmed, I just got one randomly in the Rata Novus event where you have to protect the Asura while she's hacking the defense system. I think it dropped from a Veteran Chak Lober --Dark-Star (talk) 17:45, 2 June 2016 (UTC)
