Are we positive that she's Norn? She doesn't look like it and she is far too small in my opinion. Just stand beside her with a Norn character, the difference is striking. She looks human to me.
I can confirm that she is in fact human and not norn, as she told me "May Dwayna bless you"
What armor is she wearing?
