What are these used for?

Under what circumstances would these be used? All I can think of is that you don't want to leave WvW because of the huge queue and you suddenly run out of food buffs. Except this scenario requires that you plan ahead to have the consumable in inventory, but lack the foresight to bring enough food in the first place.
