I found two topics on the official forum where people think the gift is account bound. I don't have all the badges of honor yet so I can't make one now, but once I do I'll come back here with 100% confirmation. For reference, the topics I found are here and here — 13:15, 20 November 2012 (UTC)

I can confirm that they are account bound. I created it on one character and used it on another.
