These were able to be obtained in 2014. However in 2015 so far I have not seen them.
Is there still a way to obtain these? Opening "containers" thought to have these inside no longer seem to give you these this year but this year's items instead.

- You can buy the Frostbitten tools for 3 silver 4 copper and 4,998 Karma per tool from the Wintersday Vendor in DR.

Tiny snowflake drop rate[edit]
FWIW I recorded a bunch of info from the pick while gathering daily in home instance. 1284 individual strikes netted 423 Tiny Snowflakes, suggesting a 1-in-3 strikes drop rate (i.e. a full gather of 3 strikes will, on average, net 1 snowflake).
