This event seems to be bugged. I have been waiting for days (real time) for this event to spawn and no dice. Is this event on a timer, or does the White Mantle need to be in control of Saidra's Haven for it to trigger? Either way, Saidra's Haven is always under Seraph control and it won't spawn.
