I found the 14th location. But sadly i dont know how to edit Pictures here.

From the western mist instability you need to follow the way in the eastern direction. There in the corner is a downed enemy at ground level. You can also see him when you go directly south after leaving the start area but there is a barrier in the way so you cant reach him.
