Vendor-able Version?

I have four toons, all of whom have this item, but one of them has a vendor-sellable version of this item. I'm wondering how this came about. Could it be related to the completion of an achievement? Is there a way to get the ID of an item in-game? Messenger (talk) 07:52, 16 April 2020 (UTC)
