Less ambiguity on description for Rift Portal location

The note (added on December 31, 2020) at the bottom of the page lists a rift portal location. I tried finding this portal for about half an hour, but was unsuccessful. Either there is some kind of event that is attached to this portal, it was a singular occurrence, or it is merely difficult to find. A more thorough explanation of this location would be helpful.
