Abram doesn't sell this at all.
Nickerton in Postern Ward doesn't seem to exist... nor does Angella in Fort Marriner.

This item is listed as being available from Artisan (Master Chef) in WvW, but there is no such NPC in the Desert Borderlands and the Crafting Supplier doesn't have Milling Basins. Looks like it's not possible to obtain in WvW at all? --71.1.106.213 21:05, 18 November 2015 (UTC)
No one in DR is selling it either. I guess the list was made on assumptions.Nvm, had the wrong apprentices. Still annoying it's only sold by cooking npcs though.
