Here the hyperlink for "their servants" aka the servants of the Gods links to the page of the Forgotten, implying that this is what the text suggests. Given that the paragraph and the text altogether seems to be forming a timeline of arrival of the races in Tyria, and given (1) the author of this is isgarren and (2) the forgotton were around way before the arrival of the Gods - likely "their servants" refers to humans and not Forgotten. It's been mentioned various times in GW Lore that the Forgotten were around 10,000 years ago.
